Theophlous Aron Sims, Sr., is a registered pharmacist and president of Sims Enterprises. Born in Jefferson, Texas, Dr. Sims spent his childhood in Sherman and has been a resident of Fort Worth for many years.
Dr. Sims graduated from Texas Southern University’s School of Pharmacy with a bachelor’s and a master’s degree. In 1984, he received his Doctor of Pharmacy Certification from the National Association of Retail Druggists.

Dr. Sims says he’s happy to have been of service to his community and students for 24 years. He is proudest of the FWISD Scholar Athlete Award program which he originated.  

T. A. Sims Elementary was named in his honor in 1989. Dr. Sims is married to Nancy W. Sims, also a registered pharmacist. They have three adult children.

Accomplishments of the Board of Education

  • Conducted a nationwide search for a new superintendent of schools resulting in the hiring of Melody A. Johnson
  • Balanced District budget through reductions of $50 million over the last four years with $3 million cut from the central office alone
  • Charged the District’s administrators with improving student achievement
  • Developed and adopted Procedures and Standards of Practice for the Board resulting in a cohesive and committed team
  • Established and utilized community advisory committees in the areas of technology, facilities, budget and audit functions
  • Adopted policies that ensure transparency of operations
  • Reinstated music and art into the curriculum for primary grades
  • Developed the first strategic performance plan with high standards and accountability measures
  • Defined staff responsibilities and accountability more clearly and implemented efficient and ethical business practices

  • District 4 had 140 Texas Scholars in the Class of 2007
  • District 4 had 4 Academic Sweatshirt Scholars in 2007-2008
  • O. D. Wyatt HS consistently ranks in Top 5 in State of Texas 4A Boys and Girls Track
  • E.J. Briscoe ES received a 5-Star Rating in Texas Monthly Magazine
  • Carter Park ES scored over 12,000 Accelerated Reader points
  • Harlean Beal ES has begun a horticultural program for the beautification of the campus
  • Harlean Beal ES’s 2007-2008 Teacher of the Year is Aranda Bell
  • O.D. Wyatt’s Josh McGhee featured in Ebony Magazine as Outstanding High School Student
  • O.D. Wyatt robotics team received the “Amaze” award during the first VEX robotics competition on UTA campus
  • Mitchell Boulevard ES is an initial site for the District’s official parent involvement program
  • Morningside MS School Band won Sweepstakes
  • New Lives received a $30,000 Texas High School Completion and Success grant
  • $50,000 was awarded as part of the Investment Capital Fund grant to Versia Williams ES, Forest Oak ES and Morningside MS to help with parent programs and student enrichment
  • Harlean Beal ES won the United Way Kids Campaign the past seven years 
  • Harlean Beal ES supports the Tarrant County Food bank with a canned food drive
  • Carter Park ES students are active in the Summer Science/Math Program at the Fort Worth Museum of Science and History
  • Glen Park ES Compass Computer Lab is an exemplary model site
  • Glen Park ES fifth-grade students take annual trip to the Space Center in Houston
  • Glen Park ES’s parental involvement increased by 20% in 2007 with establishment of PTO
  • O. D. Wyatt HS is the only high school in Texas to have three entries in the Youth Art Month Capital exhibit
  • Mitchell Boulevard ES is active in Steps for Wellness Program
  • Morningside ES partners with Master Gardeners from the Botanical Gardens
  • Morningside ES student Rodney Owens was runner-up in District Spelling Bee
  • Harlean Beal ES has a Model Parents as Teachers program and college/career awareness programs for 4th and 5th grade boys
  • Morning ES parental involvement includes Family Science Night at the Fort Worth Museum of Science and History and Family Reading Night in the garden
  • I.M. Terrell ES is a historical site named after Isaiah Milligan Terrell, one of the first African American educators in Fort Worth
  • Mitchell Boulevard ES received the Gold Apple Award for volunteer hours
  • Glencrest 6th won 1st, 2nd & 3rd place in district, city and national art competitions
  • Glencrest 6th 11-14 age group won “Best in Show at 2007 Main Street Arts Festival
  • Glencrest 6th Gold Performance Acknowledgements – Commended on reading/ELA; Comparable Improvement in reading/ELA
  • Glencrest 6th was 05-06, 06-07 Whiz Quiz semi-finalist
  • L. Clifford Davis Elementary School receives Texas Educator Excellence Grant
  • Davis ES 5th graders travel to Houston and San Antonio to visit college campuses
  • Tarrant County College – South Campus science professors work with Davis ES 5th graders
  • David K. Sellars Elementary School offers free English classes to parents each Friday morning
  • Sellars ES has a model Pre-K program for 3 year olds
  • Sellars ES’s Academy Ensemble performed for Duchess Sarah Ferguson
