“The old filtering solution failed during the first two weeks of March and alternate product was put on line to help ensure the students were protected from inappropriate sites. During this process there were some periods when the filtering was blocking more sites than necessary and adjustments were made to resolve them. Our first priority is to ensure the digital learning environment is safe for our students. At this point the systems should be working to allow access to educational sites but if not, please work with your campus administration so appropriate content can be made available.”

Both of my questions are in reference to RtI students who are failing to learn to read. My first question is does the District have any plans of adopting a curriculum for those students (perhaps 2 to 5%) who have failed to learn to read with indirect reading instruction? We have students in the 2nd grade who can only recognize 3 or 4 words on the Fry’s First 100 word list in spite of RtI interventions, and some of them have been retained more than once. According to research these children can learn to read if they are provided systematic, explicit, and intensive instruction in phonemic awareness, phonics, reading fluency, and reading comprehension, direct instruction. The curriculum that we are currently using is not systematic, explicit, and intensive, thus, inappropriate for these students. Teachers try their best, but are they expected to know how to provide the systematic, explicit, and intensive instruction that these students need to be successful? I think it would be beneficial if the District provided a 2nd curriculum to use with these students so that all of our students will learn to read. If they learn to read they will be successful in the other subject areas as well.
Now, my second question. Does the District have plans of providing RtI training for teachers during the summer or on waiver days? Also, does the District have plans on training to help the teachers find the time to work it into their schedules? Teachers tell me that they just do not have the time to do it, and it is just too much. All students are provided 90 minutes of core instruction in literacy and math. According to RtI framework students must be provided 20-30 minutes of intervention 2-3 times a week in addition to the 90 minutes of core instruction, and 45 additional minutes at tier 3. Where are they going to find the time? In science? In social studies? What can they leave out? Many teachers think that campuses need tier 3 teachers to provide tier 3 interventions. Are there any plans to provide campuses with the funds to hire teachers to provide the interventions?
In summary, in order for all students to be successful we need to provide them with appropriate reading instruction. To do this campuses need a curriculum to use with the students who fail to read with the curriculum that we are now using, and teachers need training on how to implement RtI into their schedule. Also, it would help if campuses had a tier 3 teacher.

We asked Deputy Superintendent Michael Sorum about this. Here is Mr. Sorum’s response:
“RtI students who are failing to learn to read should be referred to Special Education for assessment after Tier III interventions have not worked.
“Basically, yes, elementary reading teachers are expected to know how to teach reading to struggling children in a manner that is systematic, explicit, and intensive. Fort Worth ISD’s curriculum contains all of the components necessary to do this. If teachers need additional resources or training, the literacy department would be more than happy to provide this.
“The teacher is encouraged to contact her Network literacy or special education specialists, or the director of Elementary Literacy, Alleia Hobbs.
“Network specialists and special education specialists have been available all year to provide training for RtI. The teacher should work with her principal if she is having trouble with balancing her schedule.”

Last year with the severe budget crunch FWISD library assistants/clerks were laid off for budget savings (albeit small savings.) Is there any chance at all that these positions will be restored, in part or entirely, to the 2013-2014 budget? These jobs are so beneficial to the students, especially those students in elementary school who need assistance with accelerated reader book selection, AR testing itself, regular book selection, research, etc.
The salary is so very moderate -- -disproportionate to what is gained from the position, for the students and the district.

The guidelines for withholding federal income tax on supplemental payments require that a certain percentage be withheld. By rolling it into your salary, it favors the employee because the withholding is in line with your W-4.

Our campus is needing a new set of prepared microscope slides for science classes. When I checked with approved vendors, the best deal I would get was 18 slides for $67.00 + shipping ($15.00). This works out to $5.47 per slide. On the internet, I found a 100 slide set for $47.00 with free shipping- $4.70 per slide. I was told we would have to jsut pay the higher price and order from the approved vendor list. Given the number of purchases made by all FWISD schools, and the current budget crunch, isn't there some way to improve purchasing so we can take advantage of online pricing?

I am approaching retirement age and would like to know how the salary freeze will affect my retirement payments. At the end of this year I will complete 31 years of teaching. My highest level of education is a doctorate. If I read the salary schedule correctly, I should receive a significant increase in salary for the 2013-2014 school year. Additionally, when the freeze is lifted will salaries revert to the pre-freeze rates (in other words will we pick up where we left off with no consideration of the three years we’ve gone without increases) or will I be compensated for 31 years with a doctorate?

A teacher put in 3 “footprints” (tech work orders) and a tech guy responded and completed one of them. When the teacher stated, “I have these issues as well”
The Tech person stated, “I’m only here to work this one”
When I emailed a couple of people to inquire about this I was told that the Tech people were told to work the work orders as they came in. That seems inefficient to me.
My thought is why not look at ALL the work orders for that particular campus and work them as many as possible for that day and save fuel and time?

Possibly a money saving suggestion for teacher in service: other buildings (not owned by FWISD) are often rented for in service. My dept. has done training with PCI reading curriculum by webinar, requiring login for attendance and participation. Is this not possible for all in service? Even if teachers accessed the webinar at their own schools, not necessarily from home, it would save a lot of money in outbuilding fees. District wide, it would even save money on paper, highlighters, pens, etc., provided at these in services.

But for the teachers who decided to live in Fort Worth, work in FWISD and pay taxes in FW, can they be allowed a certain amount of time to go visit their kids school during school hours without repercussion. We do encourage you to communicate with your child’s teachers just as you encourage communication from your students’ parents. And, most of our students’ parents face the same challenge you do. In fact, as parents, time is our most valuable resource. However, our jobs as educators require us to be on duty during the instructional day. It would be difficult to make different arrangements.

Parking at the administration building is horrible. I have a recommendation.
Guarantee reserved parking spots for a certain level of administrators and visitors, then open up the other spots for first come, first served. Not only would this make sense, but it might encourage employees to arrive on time and even early for work.
The District would save money because there would be no need to pay someone to walk around the parking lots all day.

I have been an employee (secretary) at Paschal High School for 24 years. Presently in the FWISD Compensation Manual there are 3 Ranges of Salaries…minimum, mid-point and max. I would like to know how I would attain mid-point status. The comp manual on Para-professional Scope for new employees states “ the employees are placed in appropriate salary range according to the job and years of creditable experience”. What about loyal FWISD employees who receive annual “excellent” job evaluations from their principals?

Pay grade adjustments usually occur every so often when we do market studies. Due to the state funding crisis, we’ve not been able to do one since 2008. My question is in reference to the "rooftop" HVAC Dept. How come many of us are driving old antiquated service vehicles with no air conditioning in our trucks? You don't know how difficult and draining it is, actually almost impossible to focus and do our jobs when it's 100 degrees plus outside and 120 degrees in the vehicle and then all of your service work and time is spent on top of the building at roof level where the temp reaches 150 plus degrees. Some trucks are 20 plus years old and have many mechanical problems. Other departments that do not spend any time, so to speak, outside get the air conditioned vehicles. I have spent many years in one of these no AC vehicles. When can I, and our dept. hope for any relief?

You are doing a wonderful job. Thank you for being so open with information.
Wouldn’t it save money and make sense to move Educational Technology under Library Media and let Library Media manage and coordinate, library services and Instructional technology services together?
After merging library media and instructional technology as one department, put it under the district curriculum department since both departments support student curriculum.
By doing this you wouldn’t have to hire anyone to oversee Instructional technology.
Keep all of the Instructional Tech specialists and have them report and collaborate with library media on student/teacher needs daily etc.
In the schools many librarians not only manage all aspects of circulation but lead in technology training.
By doing this, wouldn’t we be working together for student achievement and not in separate silos?

Someone just told me that when they go on trips, so much is given to the employee for food per day. When the money is not used up, they don’t have to reconcile their trip money for food and they pocket the money. This person said $100 was allowed for food and with the free breakfast and food provided from the conference they are attending, he/she didn’t have to buy any food and was able to pocket the money. What happened to reconciling the trip upon return. Sounds like this is a large give-away and waste.

The current principal is under contract at South Hills until the end of the year.
Principal selections are due to be taken to the board the first board meeting in June. There is a process in place to identify, screen and interview applicants.
The timeline for going through that process is being honored. We anticipate selecting a highly capable principal to become the next leader at South Hills.

I asked about the possibility of a Tax Ratification Election last year. However with the full board leadership in place, I again ask what the benefit to the District would be to go from $1.04 to $1.17 Maintenance Rate for 2012-2013 and years beyond.
I am convinced the patrons of the District would understand and support a TRE, as many surrounding school districts have accomplished. As we know, it was only a few years ago that a Maintenance rate of near $1.50 was common.

Example: It doesn’t matter if an employee makes an annual salary of $80,000 or $30,000. If they choose the “Employee and Family” plan, they will pay the same monthly amount of approximately $900.
Is the current Blue Cross Blue Shield plan the ONLY option for FWISD employees?
Can we not have the option of insuring “children only?” Why does it have to be “employee and children?”
Has or will FWISD ever look into other insurance options so that employees may have a variety of options to choose from?

Money is not automatically allocated to schools for breakfast. That money is based on the number of meals that have been served to children who are eligible for free-and-reduced meals and comes as a reimbursement from the federal government. Breakfast in the Classroom funds that meal in advance – and is not based on economic need. We cannot claim the expense for federal reimbursement.

Is the district considering changing the start and end daily time for middle school for the upcoming school year?
There is nearly an hour difference between high school release time and middle school times. Could it not be 30 minutes like the elementary? The day is so late for after school activities, it is dark half the year when the students get out, which is a concerns for their safety if they walk home…
Before the district was concerned with buses/transportation, but the buses are usually parked at the Middle Schools at least 30 minutes before the students get out. Often the drivers are going into the schools for drinks, visiting, and using their cell phones while waiting on the students.
Please encourage the Board to adjust Middle School hours by at least 20 minutes earlier, so that the students will not be so tired at the end of the day. This would help with their homework, after school activities, and quality family time.

On 3/30/2012 you were asked about the child support fee the district charges. Your answer was it is charged because the state charges the district and it the law that y’all charge us. I’ve been paying child support through districts for over 13 years now and this is the only district to charge me a fee. I was interested in this and contacted the State Attorney General’s office of child support. I was told there is no fee charged by the state, BUT that the district could charge the fee. Doesn’t bother me to pay $5 bucks a month if my kid is taken care of. I was just wondering why you said it was a law and the state says it isn’t? Just wondering? Dear Anonymous, The District is legally required to withhold and submit payments for child support from an individual’s pay once a wage garnishment is received for such actions. The District is allowed by law to collect a fee to offset the cost of handling the wage garnishment. We currently employ a vendor, Expert Pay, to distribute payments to the many agencies handling garnishments. The fees collected are used to offset the processing costs, materials, postage and time associated with the garnishments. Hank

This would save a lot of money for the district and save from having to have lay-offs for next year. Also the district could stop running 72 passenger bus’s with two kids on board. Thank you for being such a great resource for teachers and staff of FWISD. I was wondering if the district has considered moving to 9 week grading periods instead of 6 week grading periods. 9 week terms would cut down on printing costs for report cards as they would only go out 4 times a year instead of 6. Considering all the students in our district, that would probably be a significant savings. I think it would also give many students more opportunities to bring low grades up. With the current schedule, we input grades and by the time the students get their report cards, we are already in the middle of the next 6 weeks and they are receiving progress reports. If there were 9 weeks, the students would have more time to work on getting grades up after receiving progress reports. Another benefit of the 9 week format would be during testing season there would be more opportunities to work with students and get grades from them. I currently teach 4th graders and this past 6 weeks has been full of tests. We had 2 days of STAAR writing for 4th grade, we had CBAS and now we are about to have the Reading and Math STAAR tests. Before testing we have been doing countdown packets and other activities to prepare them for the test, so we have lost at least a week of instruction with all the testing. With a 9 week cycle, we would still have time to make that up before grades were due. I think 9 week grading cycles would be a great improvement to our district, I hope that it could be considered for next year. Thank you! B.W. |

I'm only at 20 years of service in the district and not eligible to retire, but I'm pleased that I would still qualify for terminal pay when the day arrives. When you say it will be "frozen," do you mean that if I only have say 5 days of sick leave on August 31, 2012, it will be frozen there? Or will I have the next 20 years or so in the district to continue to accumulate the 20 days toward this program? I've been hearing rumors that Athletics programs and Extra Curricular activities including the Arts are on the table to be cut at some high schools or district wide. Is this a serious consideration?
If so, what are the powers that be thinking? FWISD is already under funded in those departments compared to neighboring districts.. does the Administration really not see the correlation between test scores and grades to Extra Curricular activities? The facilities at our schools are way behind to begin with, but to completely cut the programs would result in the loss of some of our best students!
I think the studies that detail the correlation between the two would be a good read for the District Administrators.. Schools with the best Academics also have some of the strongest athletics programs and robust Arts programs. Really hoping there isn't validity to the rumors..

We are implementing a 5 X 5 middle school schedule that may reduce the number of elective offerings, but again will not eliminate these specific programs. The 5 X 5 schedule will dramatically increase the instructional time for core subjects. I wanted to ask about outdated technology. What does the district do with outdated technology? Many companies out there offer money for outdated or even broken technology (mice, keyboards, monitors, etc). Why aren't we allowed as a school to keep outdated or broken equipment and recycle it for the benefit of our school?
How can schools Save a little bit of money for resources? Currently our school collects Coke rewards used to buy art materials and p.e. equipment. We also do Terracycle that can give the school some profit for materials and resources. We recycle ink cartridges at Office Depot and get a few dollars for teacher and office resources. And we also do Box tops that give us money for materials and resources.
And, last but not least, I do want to mention that I am happy that the district has mentioned Donor's Choose. I get more materials and resources from Donor's Choose than from my own yearly budget.

When calculated by day rate, the new positions will be making $238 per day while the non-experience teacher makes $242. I have a question regarding the health insurance rates for Blue-Cross TRS-Active Care. The Level II Plan for an employee and spouse has escalated to $750.00 per month. The exact same insurance coverage for an employee only is around $197.00 per month. Why is there such parity between employee only premiums and employee/spouse premiums? This equates to $9000.00 per year just for health insurance coverage. Not to mention dental coverage and co-payments.
I have friends employed at American Airlines and Dallas/Fort Worth International Airport. Their health insurance premiums for the same coverage average around $250.00 per month. This includes coverage for spouse. I mention these employers because they have a large employment base here in the Metroplex. I thought the idea of TRS-Active Care going state wide was to help lower insurance rates. I do not know what the prognosis is for rate increases in the next budget year, but we are reaching the point where the average person here in the District will have to drop health insurance or go to Level III with higher deductibles. Is there any relief on the horizon. Thanks in advance for your response to this matter.

The school district contributes $237 toward the health care plan of each employee who participates in the District’s health care plan. The District participates in the TRS Care Plan and TRS is responsible for determining rates over and above the $237 we contribute. Their studies will be broken down into those different categories, i.e. employee plus spouse or employee plus family. |

Hank,
Do you know if we will be getting any sort of a raise in the near future? Also, do you know if our insurance premiums will be going up again? Just trying to make ends meet like the rest of us.

Dear Anonymous,
Right now we are just trying to get to a balanced budget and minimize the number of layoffs to obtain that goal. Raises are not probable. Health and insurance rates are set by TRS and their actuarial team. |

I’ve heard rumors that Pre-K is dropping the number of students to 18 for next year because there will be no assistants and that Pre-K is going to be half day. Is it true?

Hi Hank,
When will the District consider changing the school year calendar to end the semester at the Winter Break? I believe that was the case once upon a time.
Shorten Thanksgiving Break and adjust the start of Winter Break to get the required days of instruction in by the end of the year. It really seems illogical to resume the semester after a 2 week hiatus. It does not seem to be in the best interest of the students.

I know you have had a question regarding the heating and cooling systems that were put into schools. I would like to know why the AC runs at the same time as the heating system and why when it is 38 degrees outside my ac is running in my room?
I understand that it is all controlled by downtown and the controls tell them what is happening in my room, but the controls are wrong. The new system is unacceptable and not energy sufficient. No time does it make sense to run the AC at the same time as the heater.
There are rooms in our school that are never at the correct temperature. The rooms are either too cold or too hot. There is not a happy medium.

We passed along your question to Operations Chief Art Cavazos. Here is his reply:
“The District Operations Division staff is fully committed to making sure that our buildings are conducive to learning. We apologize if this has not always been the case at your school. Your school’s system was upgraded, and issues regarding the controls for the system do exist.
“Since the District’s heating, ventilation and air conditioning (HVAC) systems are diverse and unique, we looked at the specifics of the building site in which your room is located to answer your question. Please keep in mind that the HVAC systems serving our buildings are complex and unlike systems that serve single zone buildings such as homes.
“The warm air to heat your room is provided by a boiler that serves many zones and must condition air to meet varying needs. Since these areas are used in various ways and are occupied by varying sized groups across the different times of the day, they must be managed by central controls and not just thermostats. Relay contacts are used to start and stop equipment, and signals are used to control the movement of the hot water and steam, which flow through control devices such as valves. Air handlers then blow air heated by the steam produced by the boiler into your room. Dampers and motors then control the amount of air actually blowing into each area/room. The controls are what dictate the position of the dampers and valves and determine which fans, pumps and chillers run and at what speed or capacity. The program uses time schedules, set points, controllers, logic, timers, trend logs and alarms that all assist in ensuring that units are operating correctly. It is these controls that are “controlled by downtown” and that have not been working properly in your school. Because the controls do not work properly, they were operated manually directly at your campus. Thus, on the day you were getting cold air blowing in your room, the boiler had manually been turned off at your campus, but the air handlers blowing air into your room were not, a mistake that would not occur if the controls were working properly.
“The cold air that was coming into your room was outside air that the system’s air handlers would normally be mixing with the conditioned warm air. The reason outside air is mixed with the conditioned air is to assure that the occupants of the building receive fresh outside air and not just re-circulated air. The fresh air requirement is mandatory for all public buildings to eliminate problems that stale air creates.
“Due to the importance of properly working HVAC systems, the District established a help desk in late November 2011. The help desk was designed utilizing existing staff with the goal of improving response and completion time for our repairs. Campus principals were informed of this help desk last month and encouraged to utilize it to make sure we receive fast notice of heating and cooling concerns at the campuses. The help desk provides a contact for fast review of HVAC issues, since sometimes work order requests are submitted that are not clear as to what is actually occurring on campus or specific as to the urgency of the situation. For example, looking at your campus, there have been three work orders submitted during the last three months (November 2011 to January 2012), and all have been closed. However, the situation on the campus is apparently more grievous. We hope the help desk will make it easier to report concerns.
“I do not want to fail to mention that in looking at the energy consumption of your campus for last year, only 16 schools spent less per square footage in electricity and gas. So, congratulations to you and all the staff at your campus for being energy efficient and for all that you do for our FWISD students.” |

Hello Hank I am hearing from our principals that the district is thinking about going back to traditional schedule. I would like to know the real reason we are doing it. I always hear budget, everywhere I have been. But I understand we are doing what is best for our students. I disagree that this move is for our students. What is the reasoning?

We’re still in the evaluation of schedules that looks first to meet students needs and second is affordable under the budget constraints we’re facing.

I would like to know if it is possible for FWISD employees to have their lunch payroll deducted. Perhaps we can get badges that can be swiped with our employee # that automatically deducts in the next paycheck. My last employer did this and it was so convenient for the employees because they did not have to worry about having enough money to eat. There are times when I don’t eat simply because I don’t have enough money for a lunch tray. With only 30 minutes for lunch, this would perhaps encourage teachers to remain with their students in the cafeteria, rather than go to their rooms or teacher’s lounge as an excuse for not eating. In addition, I want to know if teachers who have children within the district, can also get their children’s lunch money automatically posted to their account through payroll deduction. In other words, the teacher would order a certain amount to be deducted monthly that could automatically be applied to their child(ren)’s account. Anonymous

Not a question but I don't know if we have a suggestion program. Take out all teacher phones in all of the schools which ought to save about a million a year. Let teachers buy inexpensive USB SKYPE phones and use them. Calls are free user to user.
Mine was $10, works great.

“Our phones are provided for both receiving calls and placing outside calls. There are many reasons phone calls are made, including communication with parents and stakeholders, as well as for safety and security reasons. In addition, there are a number of services utilizing the same infrastructure as our phones, which include Internet connections and video services. So, at this time it would not be a quick solution to simply move to USB SKYPE phones.” |

Greetings. Thank you for your time. I realize you receive numerous letters.
Thanks for being "that guy" for our district. And I apologize in advance if my tone seems harsh. I am very passionate about this topic.
I started my career at Horizons Alternative Middle School. When the decision was made to "combine" the alternative staffs at the Middle Level location, many of my co-workers felt like leaves in the wind.
And the "combination" of the two staffs went well. But then, we received word that we would be moving to Benbrook. And again, many of us felt like leaves in the wind.
My concern is this will happen again at the end of this school year.
I will not go into great detail, but the concern is we may be moving again when this school year ends.
At what point can the only DEAP Middle School in the FWISD grow roots?

It was mentioned to me by my Principal that the security of my OCI/ISS position was not certain because the Intervention Specialists were hired by the District for that population. This personnel is not State Certified to teach or test. Teaching is incorporated into OCI/ISS. Intervention deals mainly with behavior. Is there a possibility that Certified Teachers will be replaced with Intervention Specialists next year, leaving us to find classroom positions? Will we be placed by Human Capital Management?

He replies: “At this time no decisions have been made about the elimination of any positions or the changing of how we staff any current program. Our current OCI program requires students receive instruction during the time they are placed in OCI. As such, they must be staffed by a certified teacher.” |
