Equitable Services for Private Nonprofit Schools

  • Coronavirus Aid, Relief, and Economic Security (CARES) Act, 2020

    Under the Coronavirus Aid, Relief, and Economic Security (CARESAct, local educational agencies (LEAs) that receive federal funds are required to provide equitable services for private nonprofit school students and teachers within the LEA’s geographic boundaries. Services provided by the LEAs for private nonprofit school students and teachers must be designed to meet the needs of the private nonprofit schools. After consultation, private nonprofit schools may receive equitable services under the Elementary and Secondary School Emergency Relief (ESSER) Fund. The LEA must spend the funds on behalf of the private nonprofit schools, and the funds must never be given to the private nonprofit schools.

    As the LEA, Fort Worth ISD will provide equitable services to private nonprofit schools directly. Fort Worth ISD used a TEPSAC search, data from ESC Region 11, and a Google search to identify private schools within its geographic boundaries. On June 4, 2020, Fort Worth ISD sent a survey via email to these schools. On June 17, Fort Worth ISD posted the survey on its home page.

    On July 14, 2020, Fort Worth ISD hosted a webinar for private nonprofit schools to discuss equitable services with ESSER funds. The webinar presentation is posted on this page. Fort Worth ISD held ESSER consultations with private nonprofit schools July 15-22.     Every Student Succeeds Act (ESSA), 2015

    Under the Every Student Succeeds Act (ESSA), local educational agencies (LEAs) that receive federal funds are required to provide equitable services for eligible private nonprofit school students, teachers, and other educational personnel. Services provided by the LEAs for private nonprofit school participants must be designed to meet the educational needs of eligible private nonprofit school students and supplement the educational services provided by private nonprofit schools. After consultation, private nonprofit schools may receive equitable services under Title I Part A, Title I Part C, Title II, Title III, and Title IV Parts A and B. The LEA must spend the funds on behalf of the private schools, and the funds must never be given to the private nonprofit schools.
