Bilingual Programs and Supports

The FWISD Bilingual Programs and Supports Department manages the implementation, compliance, and continuous improvement of bilingual education programs and services for Emergent Bilingual (EB) students across the district. This department oversees systems that ensure students are accurately identified, appropriately placed, and provided services that meet all federal, state, and district expectations, while maintaining strong program fidelity across PK-12 campuses, including Dual Language programs.

The department is responsible for:

• Collaboration with LPAC department to ensure students are properly served
• EB program training and monitoring (bilingual and ESL)
• Educator certification-related professional development
• Family engagement, communication and outreach for EB families
• Ensure alignment with federal, state, and district expectations.
• Partner with Curriculum and Instruction departments to ensure Emergent Bilingual students have access to grade-level content and appropriate language supports embedded within instruction.
• Coordination, monitoring, support, implementation and compliance of Migrant Education Program.

All Emergent Bilingual (EB) students in Texas are required to take the Texas English Language Proficiency Assessment System (TELPAS) each year. TELPAS measures student progress in developing English language proficiency. For additional information, resources, and testing tips, please refer to the documents below.
