How To Do Business With Fort Worth ISD

The Fort Worth Independent School District (ISD), as well as all other school districts in the State of Texas, is governed by the state competitive bid law. Therefore, the majority of our purchasing is done via competitive procurement. The purpose and intent for the competitive process is to help public schools obtain the best value for goods and services by stimulating competition. Fort Worth ISD is committed to fair and equal competition among all vendors.

Historically Underutilized Business Program

The Fort Worth Independent School District seeks to increase the pool of qualified Historically Underutilized Businesses (HUB/MWBE) Minority and Women-Owned Businesses competing for business opportunities. The goal is to involve HUBs in the procurement process and ensure they receive fair and equitable opportunities.

Fort Worth Independent School District is committed to providing opportunities in the areas of goods and services (beyond traditional construction). Any business wishing to be identified by the District as a small, women-owned, or minority business shall be certified as such by City of Fort Worth, the State of Texas, the North Central Regional Certification Agency, the U.S. Small Business Administration (SBA) or any other recognized certification agency.

A HUB is defined as a business formed for the purpose of making a profit in which at least 51% of the business is owned by one of the following socially/economically disadvantaged groups - African-American, Hispanic-American, Asian-American, Native-American and Women.

The Board's expectation is that a minimum of 25% of all District work advertised will be performed by historically underutilized businesses.

Objectives:

Increase the pool of qualified HUB firms
Develop and maintain procedures to ensure that HUBs are afforded an equitable opportunity to compete on all District contracts
Foster and advocate the benefits and importance of HUB utilization within the District
